Cool question. I think it's "A".
Each cell has 2 white dots. The white dots, are over laid by the black dots. So on some it appears as though there are only 1 white dot (but really there are 2). As you move down each of the columns, the white dots (pairs) are rotating around the racetrack (of 6 positions) anticlockwise direction.
The black dots are there to confuse. They do nothing, except hide the white dots. Cells A3, B2, C1 have 2 black dots all in same position. All other cells have 1 black dot in same position.
Therefore the question mark cell must have:
a) a single black dot in left middle position. And
b) two white dots, in left bottom & middle positions. Middle Left white dot is hidden by black dot.
Answer is A

okay this was hard because of rule 3.
1. add the col number and the row number. If the result is 4, draw two black circles, one on position (1,3) and the other on position (2,2), otherwise draw a black circle on position (1,2).
2. there are always two white circles that are connected and form a snake
3. a black circle may cover a white circle
4. if you go right, the snake moves two positions counter clockwise
5. if you go down, the snake moves one position counter clockwise
This results in answer A
