Three grades on a mental-age ruler
Binet's scale had two grades of deficiency. Goddard added a third for people whose mental age reached 8 to 12, and named it from the Greek moros, "dull" or "foolish".4,3
Contemporary writers noted that the top grade "shades off imperceptibly" into the normal population.6 A test score was being used to draw a sharp line through a continuum. Compare Norsworthy's 1906 argument.

Related historical tests
Binet and Simon built the scale for a French ministry commission on schooling. Goddard's translation carried it into very different institutions.
Norsworthy argued in 1906 that institutionalised children differ from others by degree. Goddard's grades drew hard lines through that continuum.
The Public Health Service's 1918 manual set out how immigrants were examined for "mental defect", the setting Goddard had tested in from 1913.
Knox's cube-tapping task, designed for screening immigrants at Ellis Island, needed no English. It avoided the language load of Binet items, which could not fairly assess people tested through interpreters.
Robert Yerkes, who later used Vineland's facilities while developing the Army tests, rebuilt the Binet items as a point scale rather than an age scale.
